As of June 3, after more than 1.5 months of signing and certifying vaccine passports, more than 31 million people in our country have vaccine passports.

A vaccine passport is an electronic COVID-19 vaccination certificate signed by vaccination facilities and the Ministry of Health based on people's COVID-19 vaccination information.

Vietnam's vaccine passport uses standards issued by the World Health Organization (WHO) and the European Union (EU).

The QR code of the vaccine passport is valid for 12 months from the date the Ministry of Health signs the confirmation number. When the code expires, residents will be notified and automatically generate a new QR code to use.

The vaccine passport will be displayed on the electronic Health Book application, PC- COVID or on the lookup page The Ministry of Health is developing and will announce in the near future.

Currently, Vietnam's vaccine passport has been connected to the EU system. Thereby, COVID-19 software of EU countries can authenticate Vietnam's vaccine passport. (Examples: Swiss App CovidCheck, German App Corona-Warn,...)

In addition, Vietnam has also agreed to accept EU COVID-19 digital certificates issued to EU citizens. Accordingly, the digital certificate corresponding to the secret key that has been used to digitally sign the vaccine passports of EU DGC countries will be put into Vietnam's system through the connection with the EU gateway.

Citizens and authorities can use the NEAC QR offline application developed by the Ministry of Information and Communications to check all vaccine passports of the EU and countries participating in the system.

Earlier, on May 11, the European Commission (EC) also issued a Decision recognizing Vietnam's electronic vaccine passport. Accordingly, Vietnam's vaccine passport will be recognized by 27 EU countries; At the same time, the QR code of this vaccine passport can also be authenticated in 39 countries and territories participating in the EU's vaccine passport system.

Thus, Vietnam's vaccine passport can be used in 81 countries/territories. This is the result of coordinated efforts to exchange, as well as negotiate the recognition of vaccine passports with partners of the Ministry of Foreign Affairs, Ministry of Health, Ministry of Information and Communications.

 According to Decision No. 5772/QD-BYT dated 20/12/2021 of the Ministry of Health, the process of issuing a vaccine passport includes 3 steps:

   - Step 1: Vaccination establishments review, verify and authenticate information of people vaccinated against COVID-19 vaccine according to the guidance in Official Letter No. 8938/BYT-DP dated October 21, 10, 2021 of the Ministry of Health on guiding the process of verifying information and vaccinating COVID-19 vaccine and Official Letter No. 9438/BYT-IT dated November 5, 2021 of the Ministry of Health on guiding the process of verifying people's information on the Platform COVID-19 Vaccination Management.

 - Step 2: Vaccination facilities digitally sign COVID-19 vaccination data on the COVID-19 Vaccination Management Platform. The COVID-19 Vaccination Management Platform connects and shares vaccination data with the COVID-19 Vaccination Certification Management System in accordance with the regulations on medical data connection issued by the Ministry of Health.

COVID-19 vaccination data on the COVID-19 Vaccination Management Platform needs to meet the provisions of Sections 3 and 4.

- Step 3: Department of Preventive Medicine - Ministry of Health shall digitally sign the certificate of vaccination against COVID-19 centrally. The certificate is issued using the QR code format according to EU standards specified in Section 5.

National epidemic prevention and control applications and other utility applications (if agreed by individual users) receive and store confirmation of vaccination against COVID-19 in the form of QR codes according to the guidelines for medical data exchange issued by the Ministry of Health./.

"Vaccine passport" is issued to people who have received 2 shots with 8 vaccines licensed by the Ministry of Health. The "Vaccine Passport" certificate is issued using the QR code format, which expires 12 months from the date this QR code is created.

The Ministry of Health has just issued a decision on the form and process of issuing a "Vaccine Passport", effective from December 20, 2021.

According to the guidance of the Ministry of Health, the process of issuing "Vaccine Passports" to people is applied uniformly at all vaccination facilities across the country. The grant process consists of 3 steps:

Step 1: Vaccination establishments review, verify and verify information of people vaccinated against Covid-19 according to the instructions in Official Dispatch 8938/BYT-DP dated October 21, 2021 and Official Dispatch 9438/BYT-IT dated November 5, 2021.

Step 2: Vaccination facilities digitally sign Covid-19 vaccination data on the Covid-19 Vaccination Management Platform. This platform connects and shares vaccination data with the Covid-19 Vaccination Certification Management System in accordance with the regulations on medical data connection issued by the Ministry of Health.

Covid-19 vaccination data on the Platform needs to meet the regulations: Have 

received enough doses of Covid-19 vaccine with 8 vaccines licensed by the Ministry of Health (including: AstraZeneca, Sputnik V, Vero Cell, Pfizer, Moderna, Janssen, Hayat-Vax and Abdala - each vaccine product is tagged with 1 code).

Step 3: The Department of Preventive Medicine (Ministry of Health) digitally signs the certificate of vaccination against Covid-19 centrally. The certificate is issued using the QR code format according to EU regulatory standards.

The "vaccine passport" needs to display 11 fields of information: Full name; date of birth; nationality; the plague that the certification targets; the number of injections received; date of injection; dose number; vaccines; vaccine products; vaccine suppliers or manufacturers; the code of the certificate.

The above information includes full name and date of birth combined with other identification documents such as identity card, citizen identity card or passport to help identify the owner.

The information will be digitally signed, encrypted and packaged in the form of a 2D QR code. QR codes expire after 12 months from the date of creation.

The disease information targeted by the certificate, the vaccine, the type of vaccine 

and the supplier or manufacturer will be displayed in accordance with the WHO "COVID-19 vaccine tracker and landscape" document updated on the WHO Web Portal and the "Value Sets for EU Digital COVID Certificates" issued by the European Union (EU).

In order to ensure the rights of people to be issued certificates of vaccination and vaccine passports when participating in COVID-19 vaccination, the Ministry of Health recently issued a document No. 2228 on vaccine passports to the Health Departments of provinces and cities; Units under the Ministry of Health; Military Industry and Telecommunications Group.

Accordingly, the Ministry of Health requests units to strictly observe the inspection of health workers and staff under their management involved in the electronic signing of COVID-19 vaccination certificates and vaccine passports, not to obstruct, cause difficulties and take profiteering acts in supporting, ensure people's rights to be issued COVID-19 vaccination certificates and vaccine passport confirmation.

Promote communication to the whole population about the right to be issued vaccination certificates and vaccine passports when vaccinated against COVID-19.

The Ministry of Health instructs all relevant organizations/individuals not to cause difficulties for people in issuing COVID-19 vaccination certificates and confirming vaccine passports, if negative manifestations occur, they must take full responsibility before the law.

An electronic "vaccine passport" is an electronic COVID-19 vaccination 

certificate signed by vaccination facilities and the Ministry of Health based on people's COVID-19 vaccination information.

2. How long is the validity of the electronic "Vaccine Passport"?

The QR code of the "Vaccine Passport" is valid for 12 months from the date the Ministry of Health signs the confirmation number. when the code expires, residents will be notified and automatically generate a new QR code to use. 3. What technical standard does Vietnam's electronic "vaccine passport" use and how many countries use it?

4. In which countries can Vietnam's electronic "vaccine passport" be used?

As of April 7, 2022, Vietnam has reached agreements on mutual recognition of vaccine passports with 19 countries, including Japan, the US, the UK, Australia, India, Belarus, Cambodia, the Philippines, Palestine, Maldives, New Zealand, Sri Lanka, Egypt, Turkey, Singapore, Saint Lucia, South Korea, Iran and Malaysia.

5. What do people have to do to get a "Vaccine Passport"?

People who have been vaccinated and have their data updated by the vaccination establishment on the system, properly authenticated with the National Database on Population will be digitally signed to confirm the "Vaccine Passport" without any additional procedures.

6. Where can people view the "Vaccine Passport"?

The "vaccine passport" will be displayed on the electronic Health Book application, PC-Covid or on the lookup page The Ministry of Health is implementing construction and will announce in the near future.

In addition, the Ministry of Health has requested the Ministry of Public Security to add the function of displaying "Vaccine passport" on the VNEID application. Currently, the focal units of the two ministries are working to complete soon.

7. What should people do if COVID-19 vaccination information is wrong or missing?

Residents need to check COVID-19 vaccination information on the Immunization Portal or on the e-Health Book application.

If there is an error/lack of information, please contact (directly or reflect on the COVID-19 vaccination portal https://tiemchungcovid19.gov.vn) with the vaccination facility to be supplemented and updated.

8. What is the process of issuing a "Vaccine Passport"?
