Vietnam 5-year visa exemption for foreigners is a special visa exemption policy of the Vietnamese Government regardless of nationality, as long as you are of Vietnamese origin, or once had Vietnamese nationality or have a father, mother, wife, husband or child who is a Vietnamese citizen residing abroad.

With a 5-year visa exemption certificate, you can enter Vietnam without having to apply for a visa with a validity up to 5 years. It's really convenient, isn't it? The procedure to receive a 5-year visa exemption certificate is also quite simple with the following 3 steps:

Step 1: Prepare documents in accordance with Article 6 Decree No. 82/2015/ND-CP Visa exemption for Vietnamese people residing overseas and foreigners who are spouses, children of Vietnamese people residing overseas or of Vietnamese citizens

Article 6. Dossier of application for visa exemption certificates

Visa exemption grantees must submit 01 dossier, comprising of:

1. A passport or an international travel document or a residence permit granted by a competent foreign agency for Vietnamese people residing overseas.

2. A declaration of application for a visa exemption certificate attached with 02 photos (01 photo pasted in the declaration).

3. A paper proving that the applicant is among the subjects eligible for visa exemption:

a) Vietnamese people residing overseas submit certified copies of original documents or present copies attached to original documents for reference one of the following papers: birth certificate, decision for renunciation of Vietnamese citizenship or certificate of loss of Vietnamese citizenship, other papers indicating Vietnamese citizenship or valid to prove the original Vietnamese citizenship of the applicant;

b) Foreigners submit certified copies of original documents or present copies attached to original documents for reference of papers proving their spouse or child relationship with Vietnamese citizens or overseas Vietnamese;

c) Where there are no papers proving the Vietnamese origin of an overseas applicant, competent Vietnamese visa-granting authorities abroad shall base on validity of the papers indicating that the applicant has Vietnamese origin to consider and grant visa exemption certificate.

Step 2: Submit documents to competent authorities 

- The applicant who is residing overseas shall submit 01 application for reissuance of the certificate of visa exemption to an overseas visa-issuing authority of Vietnam (Vietnam Embassy or Consulate in a foreign country)

- The applicant who is temporarily residing in Vietnam shall submit 01 application to Immigration Administration.

Vietnam Visa is the document allowing foreign citizens to enter and exit Vietnam. However, in case your visa expires or your passport is unfortunately lost or damaged and you need to exit Vietnam. What should you do? Please take the reference details below.


What is exit visa?

Exit visa or exit permit is a legal document issued by the Vietnam Immigration Department that a foreign needs to leave Vietnam in case they cannot extend their existing visa due to overstaying or loss / damage of passport. The maximum validity of an exit visa is 15 days. When you have obtained the Vietnam exit visa, you will have to leave the country within a week.

Which cases should be allowed the issuance of a Vietnam exit visa?

There are 2 cases where you need to apply for a Vietnam exit visa if you would like to leave the country.

1. Visa overstayed or expired

 If you are in this case, you are unable to extend your visa but you can take to get an exit visa. You are advised as below:

 + You need to directly go to the nearest Vietnam Immigration Department/ Office to pay the fine as soon as possible. The penalty for overstaying the visa depends on the short or long overstay period. You should ask for the receipt of overstay payment and exit visa.

 + In this circumstance, you can pay the fine both at the Immigration and your Exit port. But paying the penalty at the exit port can cause a higher risk of being blacklisted. Therefore, you should try to visit the Immigration before boarding the plane.

 2. Damaged or lost passport

 This case is a little bit complicated:

 + Firstly, you need to go to the nearest police station and report your case. They will issue you a police report that will allow you to start the process of getting a new passport and exit visa. 

 + Next, please go to the embassy of your country in Vietnam:

  ++ Before going, please make sure you collect enough documents including in your passport photos, your police report and money in the local currency for the new travel document.

  ++ After checking all of the things, they will issue you with a new temporary passport.

 + Then, you need to go to the Vietnam Immigration Department to apply for a exit visa:

  ++ Before you go, please make sure that you have collected the following documents:

   * Original and copy of the police report

   * A copy of your old passport and visa if you have it

   * Form NA5 which you can pick up and fill in when you are there 

   * Your new travel document issued by your embassy/consulate

   * Cash to pay for your new visa.

  ++ After reaching the office, you take the Form NA5 and complete it. Then waiting for your number to be called. They will give you a new passport and process your new visa application.

  ++ Next, paying fees for the Vietnam exit visa application.

  ++ Finally, take your receipt and return on the required date to get your new passport and visa.

According to proposals and recommendations of the Ministry of Foreign Affairs and relevant ministries and branches, the Vietnamese Government has expanded the list of countries and territories with unilateral visa exemption, which officially takes effect from August 15, 2023. 

Here with, Article 1 of Resolution No.128/NQ-CP Amendments to the Government's Resolution No. 32/NQ-CP dated March 15, 2022 on Visa waiver for nationals,

"Visa waiver will be applicable to nationals of the Federal Republic of Germany, The French Republic, Italian Republic, Kingdom of Spain, The United Kingdom of Great Britain and Northern Ireland, Russian Federation, Japan, Republic of Korea, Kingdom of Denmark, Kingdom of Sweden, Kingdom of Norway, Republic of Finland, and the Republic of Belarus with a maximum temporary residence period of 45 days from the date of entry, no matter what visa types they currently hold or their purposes of entry, on the basis of eligibility for entry in accordance with Vietnamese laws."

Thus, the temporary residence period for citizens of the above countries will be increased from 15 days to 45 days.

After taking effect from August 15, 2023, Vietnam's decision to unilaterally expand visa exemption has been bringing positive impacts for both tourists and Vietnam, including: boosting the country's economy, creating more job opportunities and increasing tourism in the region. On a whole, this policy will also create a friendlier image of Vietnam, attract more people to visit and explore the country's rich culture and heritage.

Order and procedure:

Step 1: To prepare a set of dossiers as regulated. 

Step 2: To submit the application forms at one of these offices of the Vietnam Immigration Department - Ministry of Public Security: 

     + 44-46 Tran Phu Street, Ba Dinh District, Hanoi.

     + 335-337 Nguyen Trai Street, District 1, Ho Chi Minh City.

- After receiving and reviewing the application forms, the immigration officials will make the following decisions: 

          + If the documents meet the requirements, the receipt will be made and given to the applicant.

          + If the document does not meet the requirements, the applicant must continue to complete documents.

Working Time: From Monday to Saturday morning (except Lunar New Year holiday, public holiday and Sunday).

Step 3: Get results

- The person who comes to receive the results gives a receipt to the officer who returns the results and signs the receipt.

- Working Time: From Monday to Friday every week (except Lunar New Year holiday, public holiday and Sunday).

 - Application submission: Submit the application form in person to one of three offices of the Vietnam Immigration Department - Ministry of Public Security:

     + 44 - 46 Tran Phu Street, Ba Dinh District, Hanoi.

     + 335 - 337 Nguyen Trai Street, District 1, Ho Chi Minh City.

Contents, number of dossiers:          

         a) Passport or international travel documents or permanent residence permit issued by a foreign competent authority to an overseas Vietnamese;

         b) Application forms for visa exemption certificate enclosed with 2 photos (one photo attached in the declaration);

          c) Certificate of visa exemption, if it was lost, notice of loss should be attached;

         d) An authenticated copy of the original documents or enclosed with the original documents for reference of papers proving the content to be modified in the visa exemption certificate.

          + Number of dossiers: 01 (one) set.

         - Processing time : 05 working days. 

         - Subjects of application: Vietnamese people residing overseas and foreigners who are spouses, children of either of Vietnamese people residing abroad or Vietnamese citizens have lost, damaged, been expired or demand for adjusting some information in the visa exemption certificate.

         - Competent authority: Vietnam Immigration Department.

          - Results of procedures: To re-issue the visa exemption certificate

          - Fees: According to Circular No. 219/2016/TT-BTC of the Ministry of Finance dated October 11th, 2016 stipulating collection, payment, management and use of fees in the field of exit, entry transit, residence in Vietnam. 

          - Name of application form: Declaration Form for  reissuance of visa exemption certificate (NA9).

         - Eligible Requirements:

          + Having a passport or an international travel document that remains valid for at least 01 year; 

         + Entering Vietnam on a visa exemption certificate and currently residing in Vietnam;

          + Papers proving that those people are residing abroad and the foreigners who are spouses or children of either Vietnamese people residing abroad or of Vietnamese citizens;

          + Not falling into the case of suspension from exit prescribed in Article 28 of Law on foreigners’ entry into, exit from, transit through and residence in Vietnam.

          - Legal basis:

          + Law on foreigners’ entry into, exit from, transit through and residence  in Vietnam (Law No. 47/2014 QH13) dated June 16th, 2014;

          + Decree No. 82/2015 / ND-CP of the Government dated September 24th, 2015 regulating visa exemption for Vietnamese people residing abroad and foreigners being spouses or children of either Vietnamese residing overseas or  Vietnamese citizens;

          + Circular No. 04/2015 / TT-BCA of the Ministry of Public Security dated January 5th, 2015 regulating the required forms relating to foreigners’ entry into, exit from, transit through and residence  in Vietnam;

         + Circular No. 219/2016/TT-BTC of the Ministry of Finance dated October 11th, 2016 stipulating collection, payment, management and use of fees in the field of exit, entry transit, residence in Vietnam./.
