To date, more than 31 million people have had vaccine passports. The vaccine passport will be displayed on the electronic Health Book application, PC- COVID. Vietnam's vaccine passport can be used in 81 countries/territories.
As of June 3, after more than 1.5 months of signing and certifying vaccine passports, more than 31 million people in our country have vaccine passports.
A vaccine passport is an electronic COVID-19 vaccination certificate signed by vaccination facilities and the Ministry of Health based on people's COVID-19 vaccination information.
Vietnam's vaccine passport uses standards issued by the World Health Organization (WHO) and the European Union (EU).
The QR code of the vaccine passport is valid for 12 months from the date the Ministry of Health signs the confirmation number. When the code expires, residents will be notified and automatically generate a new QR code to use.
The vaccine passport will be displayed on the electronic Health Book application, PC- COVID or on the lookup page The Ministry of Health is developing and will announce in the near future.
Currently, Vietnam's vaccine passport has been connected to the EU system. Thereby, COVID-19 software of EU countries can authenticate Vietnam's vaccine passport. (Examples: Swiss App CovidCheck, German App Corona-Warn,...)
In addition, Vietnam has also agreed to accept EU COVID-19 digital certificates issued to EU citizens. Accordingly, the digital certificate corresponding to the secret key that has been used to digitally sign the vaccine passports of EU DGC countries will be put into Vietnam's system through the connection with the EU gateway.
Citizens and authorities can use the NEAC QR offline application developed by the Ministry of Information and Communications to check all vaccine passports of the EU and countries participating in the system.
Earlier, on May 11, the European Commission (EC) also issued a Decision recognizing Vietnam's electronic vaccine passport. Accordingly, Vietnam's vaccine passport will be recognized by 27 EU countries; At the same time, the QR code of this vaccine passport can also be authenticated in 39 countries and territories participating in the EU's vaccine passport system.
Thus, Vietnam's vaccine passport can be used in 81 countries/territories. This is the result of coordinated efforts to exchange, as well as negotiate the recognition of vaccine passports with partners of the Ministry of Foreign Affairs, Ministry of Health, Ministry of Information and Communications.
According to Decision No. 5772/QD-BYT dated 20/12/2021 of the Ministry of Health, the process of issuing a vaccine passport includes 3 steps:
- Step 1: Vaccination establishments review, verify and authenticate information of people vaccinated against COVID-19 vaccine according to the guidance in Official Letter No. 8938/BYT-DP dated October 21, 10, 2021 of the Ministry of Health on guiding the process of verifying information and vaccinating COVID-19 vaccine and Official Letter No. 9438/BYT-IT dated November 5, 2021 of the Ministry of Health on guiding the process of verifying people's information on the Platform COVID-19 Vaccination Management.
- Step 2: Vaccination facilities digitally sign COVID-19 vaccination data on the COVID-19 Vaccination Management Platform. The COVID-19 Vaccination Management Platform connects and shares vaccination data with the COVID-19 Vaccination Certification Management System in accordance with the regulations on medical data connection issued by the Ministry of Health.
COVID-19 vaccination data on the COVID-19 Vaccination Management Platform needs to meet the provisions of Sections 3 and 4.
- Step 3: Department of Preventive Medicine - Ministry of Health shall digitally sign the certificate of vaccination against COVID-19 centrally. The certificate is issued using the QR code format according to EU standards specified in Section 5.
National epidemic prevention and control applications and other utility applications (if agreed by individual users) receive and store confirmation of vaccination against COVID-19 in the form of QR codes according to the guidelines for medical data exchange issued by the Ministry of Health./.
