According to the provisions of Circular No. 68/2022/TT-BCA, the new model passport without an electronic chip in 2023 has a blue-purple cover and is amended and supplemented with information in pages 2 and 3, which can be as follows:

+ Add "place of birth" information;

 + Separate "last name", "middle letter and first name" on 02 separate lines.

On page 3 of the new model passport in 2023 there will be only the information of the place of issuance of the passport, no stamp of the place of issuance of the passport and the signature of the approver signing the passport. On each page of the new passport are images of landscapes, typical images of national sovereignty, famous cultural heritages of the country such as Ha Long Bay, Hue capital, Hung Temple, Hoi An ancient town, My Son Sanctuary, Nha Rong Wharf, Lung Cu flagpole, Cui Vo gate - Ly Son island ... expressing Vietnamese traditions, history, geography and culture, contributing to affirming and promoting the image of Vietnam to the world. In addition, the new ordinary passport model meets higher security requirements, prevents the risk of counterfeiting, and meets ICAO standards.

According to the Ministry of Public Security, ordinary passports issued before January 1, 2023 in previously issued forms are still valid for use until the expiry of the period stated in the passport.

The Vietnamese Consulate in New York has not issued a new model passport with an electronic chip.

I/ PROCEDURES FOR ISSUANCE OF A PASSPORT FOR THE FIRST TIME (including passports previously issued but expired)

Vietnamese citizens residing in the United States, who want to apply for a Vietnamese passport for the first time, must go directly to the Consulate to present and carry out passport issuance procedures.

The dossier includes:

1. A declaration of application for a passport.

2. Curriculum vitae.

3. Two color photographs (4 x 6 cm photo, white background, taken no older than 1 year, eyes straight, no glasses, no hat, hair not covering the ears).

4. Notarized copies of documents proving that the applicant is legally residing in the United States (e.g. Green Card, U.S. passport, Certificate of U.S. citizenship, I-20 for international students, I-94 for non-permanent residents, etc.).

If the applicant changes his name, a letter from the Court or the competent immigration authorities is required. This paper needs to be notarized or legalized. On the basis that the Name Change Certificate (or Marriage Certificate, on which the bride is written by her husband's surname) has been authenticated, the Consulate will carry out the procedure for registering a civil status note and supplement it on the Footnote page of the Passport this content.

5. Copies of documents proving that the applicant has Vietnamese nationality such as: Birth certificate, Certificate of Vietnamese nationality, National identity card, Citizen registration certificate, Travel document, Identity card, Family registration book, Diploma, Transcript, Driver's license, etc. If you no longer have these documents, you can return to your place of birth or permanent residence registration in Vietnam to apply for a copy of your birth certificate or re-register your birth.

Note: Passports issued to children under 14 years old are only valid for 5 years at most, for 2 years at the shortest or valid until they turn 14 years old. Children of two Vietnamese citizens, born in the United States: Birth Registration or Notes should be made in the Consulate's civil status book of the birth registered at the U.S. Civil Status Service before applying for a Vietnamese passport.

II/ PROCEDURES FOR REISSUANCE OF PASSPORT DUE TO DAMAGE/ OR EXPIRATION OF THE TIME LIMIT FOR REISSUANCE

Vietnamese citizens residing in the United States, go directly to the Consulate to request the replacement of their expired or damaged passports. In necessary cases, an application for reissuance of a passport may be submitted by post if the Consul exchanges and interviews over the phone determine that the passport applicant is a Vietnamese citizen living and present in the United States.

The dossier includes:

1. A declaration of application for passport change.

2. 02 2" x 2" photos (white background, white background, taken no more than 1 year, eyes straight, no glasses, no hat, hair not covering the ears): 1 photo pasted to the declaration, and 1 photo pinned or clipped to the declaration.

3. Current passport, with 01 copy (including the first 3 pages and visa page to enter the United States, if any).

III/ PROCEDURES FOR REISSUANCE OF LOST PASSPORT

Vietnamese citizens residing in the United States, go directly to the Consulate to request the reissuance of their passport due to loss.

The dossier includes:

 1. Declaration of application for passport (clearly stating items, especially name, address and phone number of relatives in Vietnam – if any)

 2. Resume

 3. 02 2" x 2" photos (white background, white background, taken not older than 1 year, eyes straight, no glasses, no hat, hair not covering the ears): 1 photo pasted to the declaration, and 1 photo pinned or clipped to the declaration.

 4. Make a report in the form enclosed with a photocopy of the lost passport (if any), or present the original Vietnamese document to prove that the applicant has Vietnamese nationality.

5. Report to local police (USA) for missing passport.

6. A police certificate of your passport being lost (reporting the loss of your passport should clearly state the lost passport number, full name, date of birth of the passport holder ... The declaration is to ensure that your identification documents are not exploited by bad actors...).

7. Notarized copies of documents proving that the applicant is legally residing in the United States (e.g. Green Card, U.S. passport, Certificate of U.S. citizenship, I-20 for study abroad students, I-94 for non-permanent residents, etc.).

The Ministry of Public Security said that from March 1, 2023, the Ministry of Public Security will issue ordinary passports with electronic chips to Vietnamese citizens in accordance with the Law on Exit and Entry of Vietnamese Citizens.

A passport with an electronic chip is a passport with an electronic device that holds the passport holder's encrypted information and the issuer's signature.

This is a new improvement step to facilitate Vietnamese citizens, improve the efficiency of State management of immigration and meet the country's international integration requirements.

Basic benefits of a passport with an electronic chip:

Firstly, passports with electronic chips are a prerequisite and the basis for automating border gate control, facilitating travel and entry and exit between countries (especially countries that apply biometric identification technology to control electronic passports at some international border gates).

Because it is possible to save a lot of passengers' information accurately and uniformly in terms of format, immigration procedures in other countries will take place more quickly and easily, almost without wasting time for immigration control officers of countries to control, Verify the information on the passport because everything will appear quickly when reading the passport.

E-passports not only store information written on paper such as full name, date of birth, nationality ... but also capable of storing human biometric information such as fingerprints, iris, face, blood type ... The more information it stores, the more accurate it is to identify a person.

Immigration control officers quickly confirm the passenger's information during check-in.

Secondly, passport holders with electronic chips will be given priority by the foreign side when processing entry visas.

Currently, there are more than 100 countries and territories in the world using e-passports, because they store a lot of information in a unified format between countries.

Because of this advantage, e-passport holders are often given priority by countries to allow easier entry and exit.

Specifically, the US Visa Waiver Program is applied to 39 countries and territories around the world provided that the entrant has an e-passport.

Third, Passports with electronic chips have high information security, because stored in the chip, it is difficult to copy information.

Therefore, electronic passports are more secure than regular paper passports, protecting passport holders against the risk of personal information theft; avoid counterfeiting because countries around the world, including Vietnam, are facing an increase in the use of fake passports, visas and immigration documents for illegal activities, such as smuggling, illegal migration, etc terrorist...; There is absolutely no tracking positioning.

Fourth, the issuance of e-passports not only facilitates people in immigration activities but also suits the e-Government to create a breakthrough in socio-economic development; enhance the position of Vietnamese passports, promote Vietnam's integration process in the region and the world.

Form of passport with electronic chip:

Passports with electronic chips are basically the same as passports without electronic chips with charcoal blue covers, the pages of the passport are beautiful scenery of the country and cultural heritage of Vietnam.

All contents and images printed in the passport are made by modern technology to meet security requirements, prevent the risk of counterfeiting and meet ICAO standards.

To distinguish it from a passport without an electronic chip, on the first cover of the passport there is an electronic chip symbol.

The electronic chip is located on the back cover of the passport book to store the passport holder's identity and biometric information (including face photos, fingerprints, etc.) and the digital signature of the passport issuing authority.

Ordinary passports without electronic chips and ordinary passports with electronic chips are used in tandem.

When submitting a passport application, Vietnamese citizens from 14 years old and above have the right to choose whether to issue a passport without an electronic chip or a passport with an electronic chip (in the passport application form, there is already a passport form for citizens to fill in).

Vietnamese citizens who have been issued ordinary passports without electronic chips will be allowed to continue to use them until the expiry of their passports, not required to change to passports with electronic chips.

According to the Henley Passport Index 2023, Vietnamese passports are ranked 82nd with 55 countries and territories that are exempt from visas or have simplified procedures such as obtaining visas at border gates and electronic visas.

Compared to the ranking in January of this year, the Vietnamese passport has increased by 6 places, from the 88th position and increased by 10 places compared to 2022.

What is a passport with an electronic chip?

What are the rules for passports with electronic chips?

In Clause 1 Article 2 of Circular 73/2021/TT-BCA stipulates passport models, travel documents and related forms 

issued by the Minister of Public Security as follows:

 - The cover of the outer side of the passport is printed with the national emblem, coat of arms and passport name; passports with electronic chips have electronic chip symbols;

 - The pages of the passport show images of the beautiful scenery of the country and cultural heritage of Vietnam, combined with bronze drum motifs;

 - The language used in the passport is: Vietnamese and English;

 - Number of pages in the passport book excluding the cover: 48 pages for diplomatic, official and ordinary passports with a validity of 5 years or 10 years, for ordinary passports with 12 pages with a validity not exceeding 12 months;

 - On the back cover of the passport attached the electronic chip is placed in the cover with the electronic chip attached;

 - The passport cover is made from synthetic plastic materials, which are durable;

 - Passport letters and numbers are punched by laser technology smoothly from page 1 to the back cover of the passport book and coincide with letters and numbers on page 1;

 - All contents and images are printed in passports, made by modern technology to meet security requirements, prevent the risk of counterfeiting and meet ICAO (International Civil Aviation Organization) standards.

There are currently the following 3 passport models: Diplomatic passport with sepia cover (HCNG form); official passport with a dark green cover (HCCV form); ordinary passport with a blue-purple cover (HCPT form).

What is the procedure for issuing a passport with an electronic chip?

Citizens can apply for an electronic passport with a chip in many different forms. Specifically, citizens with citizen identity cards have the right to choose where to apply for a passport at any Immigration Office of the police of the province or city that citizens find most convenient.

Those who still use their identity cards are required to apply for a passport with an electronic chip at the Immigration Office where their permanent or temporary residence is located.

In case the applicant applies for a passport from the 2nd time onwards, the place of passport issuance shall be selected at the Immigration Department or the Immigration Department of any provincial police.

 What is the deadline for returning results?
